A bit busy. The blending between the structures and the sky appear to have been done somewhat haphazardly; I don't know if the buildings are burning or what.
There is a depth added by the size of the strokes which are: coarse in the water, fine (or at least most blended) on the structures and very coarse in the sky. It could have maybe used a bit more value difference (mainly in the sky) to make the buildings stand apart better(though lots of fun colors may have been the goal). Also, I don't know if you started with the more detailed boat and decided to do the rest (I'm assuming they're boats) much more impressionistic-ally, but I would have done them all the same; and if time and patience allowed I would have done them all in your more detailed style, because they are part of what is solid. though they are some of the nicest gestures in there)
All simply my opinion. Hard to find what may be wrong in work of this level.
